Position Objective:

The Operations Manager is responsible for overseeing the effective day-to-day operational functioning of the organisation, ensuring that systems, people, and resources support the delivery of high-quality, trauma-informed sexual assault services.

​

The role provides leadership across human resources, administrative operations, facilities and resource maintenance, and organisational compliance, working collaboratively with the Finance Manager to ensure strong governance, sustainability, and accountability.

​

Organisational Environment:

This position is contingent on recurrent funding from the Department of Families, Seniors, Disability Services, and Child Safety. Should funding be discontinued employees of the service will be advised with as much notice as possible and obligations under the relevant Award/Agreement/legislation fulfilled.

 

Currently Laurel Place employs over 50 staff across four programs and four locations in Maroochydore, Gympie, Murgon, and Moreton Bay. Laurel Place is governed by a Board drawn from the local community.

 

Laurel Place provides a range of support options to adults, children, and young people who have been impacted by sexual and/or gender-based violence, as well as families, carers, and supporters. The service also focuses on providing education, information and resources to other professionals and the wider community.

 

Primary Duties & Responsibilities:

1. Human Resources Management

  • Oversee human resources functions including recruitment, operational onboarding, leave management, and exit processes.

  • Ensure HR policies, procedures, and practices are compliant with relevant legislation, awards (including SCHADS), and best practice.

  • Maintain administrative oversight of staff training, professional development, and mandatory compliance requirements (e.g. blue card checks).

  • Maintain accurate and confidential personnel records

 

2. Supervision of Administrative Staff

  • Provide line management and professional supervision to centre support and business support officers across offices.

  • Allocate workloads, set priorities, and support efficient administrative systems and workflows.

  • Monitor administrative service quality and identify opportunities for improvement.

  • Oversee administrative and operational responsibilities in relation to event planning and management.

 

3. Building, Facilities, and Resource Management

  • Oversee the organisation’s buildings and physical environments to ensure they are safe, secure, welcoming, and fit for purpose.

  • Coordinate leases, maintenance, repairs, and compliance checks (e.g. WHS, fire safety, security systems).

  • Manage relationships with landlords, contractors, and service providers as required.

  • Ensure appropriate management of organisational assets (including fleet management), equipment, and resources.

  • Identify and respond to grant opportunities for building, facilities, and resources.

 

4. Compliance and Governance Support

  • Establish, maintain, and monitor organisational compliance registers, including but not limited to:

    • WHS

    • Risk management

    • Policy and procedure reviews

    • Staff training and accreditation

    • Insurance and licensing requirements

    • Human Services Quality Framework

    • Child Safe Standards

    • Other organisational compliance requirements

  • Coordinate organisational accreditation, quality assurance processes, audits (e.g. HSQF), and reporting obligations.

  • Ensure operational practices align with funding agreements, legislation, and sector standards relevant to sexual assault services in Queensland.

 

5. Financial Collaboration

  • Work closely with the Finance Manager to support sound financial and operational governance.

  • Contribute to budgeting, resource planning, and financial forecasting from an operational perspective.

  • Monitor operational expenditure and procurement processes in line with approved budgets and delegations.

  • Support accurate reporting and accountability for operational costs and resources.

 

6. Leadership and Organisational Contribution

  • Contribute to strategic planning and continuous improvement initiatives.

  • Support a trauma-informed, survivor-centred, feminist, and culturally safe organisational framework.

  • Uphold confidentiality, ethical practice, and professional boundaries at all times.

  • Represent the organisation professionally with stakeholders as required.

Primary Delegations and Accountabilities/Reporting Relationships:

  • This position reports to the Board of Management, and directly to the Executive Director.

  • This position works closely and collaboratively with the Finance Manager.

  • Direct Reports will include 3 x Centre Support Workers across offices, and one Business Support Officer.

  • This position will work as part of an overall organisational team which includes the Board of Management, Executive Director, Director of Counselling Services, Group Program Manager, Clinical Governance Project Lead, Business Services Manager, Team Leaders, Counsellors, Support Worker for First Nations Clients, Centre Support and Business Support Officers.

Key Selection Criteria:

  1. Relevant tertiary qualifications in human resources, business, not-for-profit management or similar.

  2. Significant experience in operations, human resources, and/or management, ideally within the community services or not-for-profit sector.

  3. Strong knowledge (or ability to rapidly acquire) of relevant employment legislation, WHS, and compliance requirements in Queensland.

  4. Experience managing facilities, resources, and administrative systems.

  5. Ability to work collaboratively with finance and senior leadership roles.

  6. High level organisational, problem-solving, and communication skills (written and interpersonal).

  7. Demonstrated understanding of unique considerations of working within a trauma-specific service. 

 

Desirable

Knowledge of the SCHADS Award and funding accountability requirements.

All Service Staff Duties:
  • Work within and towards the organisational vision, mission, and values, and adherence to requirements of a child safe organisation.

  • Ensure the maintenance of client confidentiality including keeping confidential client and staff records.

  • Participate in annual staff appraisals/assessments.
    Participate in ongoing professional development and training.

  • Contribute to strategic planning and continuous improvement initiatives.

  • Support a trauma-informed, survivor-centred, feminist, and culturally safe organisational framework.

  • Support a culture of transparency and accountability within the service, and contribute to a positive, collaborative, and supportive workplace culture and environment.

  • Contribute to overall tidiness and cleanliness of shared office spaces; and,

  • Perform any other reasonable tasks at the request of the leadership team.

  • Current Queensland Working with Children Check (Blue Card)

  • National Police Check

  • Current open drivers licence

  • Eligibility to work within Australia

  • The position is subject to a 6-month probationary period
